中小のヤマでは　炭車のレールの継目に金具を使わないこともあったので、脱線事故が多くありました。
この作品では、脱線した炭車を抑え、女性が「オウライ・オウライ」と連呼しています。

後続の炭車が追突しないように、カンテラを振りながら「止まれ・止まれ」と伝えているのです。
つまり、「オウライ」は「止まれ」。
当時も、炭坑以外では現代と同じく「発車オウライ」というような使われ方をしていましたが、

なぜか坑内では「止まれ」を意味していたそうです。
作兵衛翁も語源が違うのかと、不思議に感じていたようです。

Derailing accidents in small and medium sized coal mines were not uncommon.
The lack of metal connectors at joints of railroad tracks for coal cars caused these accidents. 
When accidents happened, car operators cried out “O-rai, O-rai” repeatedly waving their lantern.
“O-rai” originally means “All Engines Go!”.
However, in coal mines, it had the exact opposite meaning:  STOP!!
